Julia Nguyen-Goulart, a dedicated and experienced candidate, is vying for the position of Chief Magistrate Judge in Whitfield County. She has a strong educational background in Criminology and Sociology from The University of North Carolina at Charlotte, Julia has made Whitfield County her home since 2010.

Julia's journey in the realm of criminal justice began as a Georgia State Felony Probation Officer. During her tenure, she distinguished herself as the court captain for the Consauga Judicial Circuit, a field officer, and notably, the first trained mental health officer for the circuit. Her commitment to mental health awareness led to her certification to teach and train other officers in Critical Incident training.

Recognized for her outstanding contributions, Julia was honored with two Gold Commissioner Awards—one for Court Services and another for Community Service. Her impact has extended beyond the confines of the courtroom as she played a crucial role in reuniting defendants with their families and communities through her successful bail bonding company, "Express Bail Bonding." Over the past decade, Julia has not only owned a thriving bail bonding company but has also diversified her portfolio by owning two other businesses. Holding a Real Estate License and a Property and Casualty Insurance License, Julia has displayed a remarkable entrepreneurial spirit. In addition to her professional commitments, she actively serves as a board member for the Roman Open charitiy and volunteers her time in various charitable organizations.

In regard to questions about our bail bonding company,

I have been asked to clarify a false rumor that has been circulating amongst a certain group, regarding our bail bonding company. I want to encourage everyone who wants to verify these statements to contact Sheriff Scott Chitwood. The sheriff can validate and confirm this information.

My husband and I have owned a bail bonding company in Whitfield County for the past ten years. Both of us have been listed as 50/50 owners in this company. When I decided to run for chief magistrate because of all the failures within that office. I contacted Sheriff Scott Chitwood about my intent. The sheriff and I had a detailed discussion about both of us getting rid of the bail bonding company once I am elected. That means, both Chris and I will no longer own any bail bonding company in Whitfield County or the state of Georgia, once I am elected as your chief magistrate judge. Chris will not own the bail bonding company once I am elected. I will not own the bail bonding company once I am elected. Nor any extension of us.

We also spoke with the Georgia Professional Bail Bonding Association about our intent and to ensure that we followed Georgia Law during this transition. We have always operated with full transparency and by Georgia Law. We are extremely confident that the Whitfield County Sheriff’s Office will state that we are one of the most professional bail bonding companies to have operated within Whitfield County.
